    OLIVIA CHANEY Shelter (Nonesuch) Queen Of Hearts. the album English folksinger/songwriter Olivia Chaney made with American rock band The Decemberists last year, under the name Offa Rex, was at times almost raucous, regularly busy and well detailed.
